Item Cooperation of Territorial Communities in the Sphere of Economic Development of Depressed Areas: the Focus of Small Business Stimulation(2022-12-15) Dorofyeyev, O. V.; Дорофєєв, Олександр ВікторовичThe attention to the problems of inter-municipal cooperation of communities, in particular in the sphere of stimulating the development of small entrepreneurship in rural, remote, depressed territories, has been updated. The purpose of the research is to identify problematic aspects, as well as to justify recommendations in terms of development and increasing the effectiveness of inter-municipal cooperation of territorial communities to ensure the development of small businesses in rural areas of the country. Obstacles to functioning and development, as well as the creation of new entities of small business in remote areas are pointed out. The directions and toolkit of the policy of inter-municipal cooperation of communities in the field of activation of entrepreneurial activity in remote areas have been defined.Item Institutional security in relations of ownership of natural resources: state environmental and economic policy and decentralization("Financial and credit activity: problems of theory and practice", Kyiv, 2023-12-31) Dorofyeyev, O. V.; Дорофєєв, Олександр ВікторовичThe article defines the natural resource sphere of the national economy as the largest territorial and sectoral complex, which includes land, water, forest, mineral, natural and recreational and other types of resources. The lack of implementation of the allocation of a sufficient amount of funds aimed at the rationalization of nature use and the modernization of environmental infrastructure facilities, as well as the uneven distribution of capital investments for the protection and rational use of natural resources in the region for the period 2016-2022, was established. It is substantiated that in the conditions of decentralization of power, the general basis of institutional support for property relations over natural resources should be corporatization, development of rent relations, improvement of fiscal mechanisms in resource use, market-economic evaluation and capitalization of all-natural resources without exception at the local, regional and national levels. The theoretical foundations of the problems of institutional support in property relations in the conditions of decentralization of power have been deepened by determining the need to create an institutional system of property. This system provides for the development of lease relationships, approaches to investment projects, improvement of natural resource taxation mechanisms by improving the system of local taxes on the use of resources, and assessment of the value of natural resources at the micro, meso, and macro levels. The definition of ecological and economic problems of property relations is formulated, which, unlike the existing ones, are focused on the problems of attracting capital investments and current costs of the state for the protection of the natural environment in conditions of decentralization, as well as the fundamental basis for the formation of an institutional system of property in nature management, taking into account foreign experience. The results of the research can be used in the development of regional and national programs and forecasts on issues of nature management and environmental protection.Item State Mechanisms for Managing the Activation of the Business Sector in the Post-War Period(Philosophy and Governance, 2025-12-22) Dorofyeyev, O. V.; Дорофєєв, Олександр ВікторовичThe article focuses on the role of the entrepreneurial sector in full-scale war and post-crisis recovery, and on the development of mechanisms to activate it. The purpose of the article is to analyze the current state of entrepreneurship, identify the challenges it faces, and systematize existing support mechanisms for small and medium-sized enterprises. The article defines the role of small and medium-sized enterprises in contributing to GDP growth, providing employment, and maintaining the country’s economic resilience amid deep structural shocks. The scale of losses and destruction in the entrepreneurial sector, caused by hostilities, disruptions to production and logistics chains, energy instability, and declining effective demand, is examined. It is substantiated that the combined impact of military, institutional, and market factors has shaped a multidimensional operating environment for small and medium-sized enterprises, characterized by the coexistence of financial, human resource, infrastructural, regulatory, and socio-psychological challenges. The most affected sectors of the economy and the key points of their vulnerability are systematized, and the consequences of destructive processes for the financial sustainability and managerial capacity of enterprises are analyzed. It is revealed that, despite significant losses, a portion of small and medium-sized enterprises has demonstrated the ability to adapt through product diversification, business process optimization, and the active adoption of digital technologies.Item Utilizing Information and Communication Technology Systems for the Formation of National Security("Contributions to Economics", 2024) Dorofyeyev, O. V.; Дорофєєв, Олександр ВікторовичIn today’s interconnected world, driven by the internet and globalization, security concerns are prevalent and pose both internal and external threats to nation-states (Asogwa, 2020; Li & Liu, 2021; Yarovenko, 2020). These concerns encompass critical information security threats, which constitute a significant aspect of a nation’s security framework (Anwar et al., 2018; Ayoob, 2018; Djenna et al., 2021). Ukraine, in particular, faces crucial dynamics and challenges related to information and communication technology (ICT) that significantly impact its information society and overall structure. The current ICT interventions, arising from the turmoil of Russian aggression, present various challenges and threats to both individuals and the state. These challenges include the susceptibility of global communication networks to compromise online and cloud-based national security. Additionally, cross-border activities pose threats to information security, and internet-based media can negatively impact the nation’s security setup (Asogwa, 2020). Recent research in Ukraine has examined the interplay between individuals, society, and the state concerning ICT-related concerns in the context of national security. Prioritizing a secure information sphere emerged as a key concern (Antoiuk, 2019), with significant findings establishing links between communication networks and progressive national security issues.
